   I think most starbucks have wifi but im not sure if you have to pay. It wouldnt be that much either if you did have to pay.

   i am not to sure on how many in Dublin but i do know it is telecom eireann that is the net work provider for this all over Ireland so if you look up there wed site eircom.net there may be a list of bars /cafes that do the only one one i know for sure are Dublin airport and kylemore cafe`s
